REQUEST FOR INFORMATION (RFI): LAND DEVELOPMENT AT SOFTSTART BUSINESS AND TECHNOLOGY INCUBATOR, MIDRAND

Purpose

Softstart Business and Technology Incubator NPC (SBTI) seeks to attract commercially viable development ideas for its +-19000 sqm of undeveloped land, and has issued this Request for Information (“RFI”) to determine interest from consultants, developers and organizations to help realize the development of Africa’s biggest ICT Tech Hub with activities in line with the 4th Industrial Revolution, further as a commercially viable project that will help SBTI to self-sustain itself going forward.

 

Goals of the Project

SBTI would like to encourage the development of facilities within the 19000 sqm to help achieve its goals of:

  • Developing world-class facilities for the purposes of driving the 4th Industrial Revolution
  • Soliciting potential partners/tenants that will actively (directly or indirectly) play a role in undertaking the initiative
  • SBTI will retain ownership of the land and participate with the successful proponent(s) in a mutually beneficial revenue-sharing model as compensation for use of the land.
  • Engage in a beneficial and long term business relationship that will help improve the financial health of SBTI to ensure its long-term sustainability.
  • Maintaining the quality and value of services offered by SBTI (at a rate that remains affordable for both resident entrepreneurs and graduated companies)
  • Job creation and SMME development

  • Assist with resource mobilisation

The appointed security service provider shall employ every lawful means: to prevent loss of life, property, equipment, etc. through damage, theft, explosion, fire, sabotage, espionage and other occurrences.

The following security services to be provided: Access Control: shall include but not be limited to:

  • Monitoring entering and exiting of vehicles, employees/pedestrians/Residents & Visitors into SBTI premises inclusive of unauthorized removal of SBTI assets and property and opening and locking of entrances in line with the SBTI’s requirements and/or policy.
  • Patrolling duties: shall include but not be limited to the physical patrolling of SBTI premises. Any incidents and/or deviations should be reported and are recorded in the occurrence book. Minimum six (6) patrols per 24-hour shift.
  • Guarding duties: shall include but not be limited to physical guarding of SBTI premises, including assets and properties, and assets of visitors e.g. cars.
  • Emergency Assistance: The service provider should provide additional security guards during emergency situations.
  • Key Control: shall include, but not be limited to, safekeeping of keys and remote controls issued to the service provider.
  • Armed response: shall include, but not be limited to, armed response when called in an emergency.
  • Panic Button: A panic button linked to the service provider to be installed at SBTI reception desk.
  • Communication System: Provision of a panic button system linked to the services providers Control Room and the security guard on duty must be supported by armed response.
  • Cell phones: The service provider must supply the security guards on duty with cell phones.
  • Registers and Document Management: The service provider must keep the occurrence register up to date and handle any unauthorised situations as per procedure and issue the necessary documentation.
  • Couriered Packages. The receipt or dispatch of courier packages, after working hours and during weekends, must be recorded.
  • Incidents Management: Conduct investigations within One (1) day and submit report within Three (3) days. This includes theft/loss/damages.
  • Occurrence Books: every completed/full book to remain the property of SBTI.
  • Account Management: The Supplier must make available an accounts manager who shall be the single point of contact for all queries pertaining to the relationship between the parties, address any escalation of queries and who shall be required to attend review sessions.
  • Membership and Affiliation: Suppliers are required to indicate membership or affiliation to any formal governing body or association, evidence of membership or affiliation must be submitted as part of your proposal.
  • Value-Adds: The Supplier must ensure it provides specific details of any value-adds that shall be offered to SBTI over -and -above the normal industry value adds (If applicable).
  • Insurance / Indemnities: Suppliers are required to provide details and proof of insurance cover applicable to the products and services provided to SBTI.
  • Disaster Recovery and Business Continuity Plans: Suppliers are required to provide details of their disaster recovery and business continuity plans.
  • Compliance: PSIRA identification cards, firearm competency certificates (where applicable) and firearm permits (where applicable) must be carried whilst on duty. All approved security related legislation, codes of conduct and procedures must be complied with.
